Be very careful using sections of pages for "different" audience groups. Your users may belong to more than one group. A teacher might also be a parent.
More importantly, if parents feel that they are not getting the information that they need from "their" section, they might go and take a look at the professional section. This adds extra steps to their journey, and can cause parents to feel excluded and frustrated.
If they do not have anyone else helping them with their application for an EHC plan, they need to be able to access all the support information available. Do not "exclude" them from sections that might be helpful to them.
It's better to group by topic for all users.
Here's one example of a Local Offer that has four ways in. If I was a parent who was having problems getting the service I thought I was entitled to, I'd definitely be looking at the "Information for practitioners" section to see what I was missing.

Being transparent with young people and parents is a more inclusive policy.
